ESRD Clinical Performance Measures (CPM) Quality Improvement (QI) Committee
1999-2006
Introduction:
In 1999, the Centers for Medicare & Medicaid Services (CMS), formerly the Health
Care Financing Administration, awarded a contract to the Clearinghouse of the
Forum of ESRD Networks to establish and coordinate a Committee to provide input
and guidance in the operation of CMS's ESRD Clinical Performance Measure (CPM)
Project. This Committee replaced the prior ESRD Core Indicators Workgroup. This
work of this Committee was completed June 30, 2006 and it was determined that
the CPM QI Annual Report will now be produced by the Centers for Medicare &
Medicaid Services.
Purpose:
The purpose of the CPM QI Committee was to provide input and guidance to the
ESRD Networks on technical and scientific issues related to the collection, use,
analysis, and distribution of the ESRD CPMs for quality improvement purposes.
This input also includes recommendations for any revisions to the measures, the
data elements that are collected in order to calculate the measures, the
instructions for collecting the data elements, the data collection tool format,
and changes in the numerators and/or denominators used in the calculations of
the measures.
Based on the input and guidance from the Committee, recommendations were made to CMS on the collection, use, analysis, and distribution of the ESRD CPMs. CMS made the final decision on what recommendations to accept and implement.
Membership:
Membership of the CPM QI Committee included representatives from at least the
following stakeholders:
- The Forum of ESRD Networks
- Renal Physicians Association
- American Nephrology Nurses' Association
- American Society of Pediatric Nephrology
- National Renal Administrators Association
- American Association of Kidney Patients (or related patient organization)
- National Kidney Foundation
- National Institute of Diabetes, Digestive and Kidney Diseases (NIDDK) or the USRDS
- ESRD Large Dialysis Organizations (LDOs)
- Department of Veterans Affairs, Veterans Health Administration
- CMS Central and Regional Offices
- Others as approved by CMS
The CPM QI Committee was led by a Committee Chair and a representative from the Centers for Medicare & Medicaid Services (CMS). The Chair was Jay B.
